Here at BCCD, we administer the largest county-run Dirt, Gravel, & Low Volume Road program in Pennsylvania with a combined annual budget of nearly $1.5 million. BCCD strives to provide technical assistance and funding in a cost-effective manner to reduce sedimentation to Bradford County waterways while reducing frequent road maintenance requirements. Program staff are available to assist with site selection, application submission, or general road maintenance and drainage issues.

​The purpose of the DGLVR Program is to create a better public road system with a reduced environmental impact. The Program focuses on "Environmentally Sensitive Road Maintenance Practices" that reduce the impact of road runoff and sediment to local streams, while reducing long term road maintenance costs.

​Any state or local public entity that owns and maintains public roads is eligible to apply for Program funding. The majority of applicants are townships, but other entities such as boroughs, cities, counties, PA Game Commission, PennDOT, PA Fish and Boat Commission, and others are eligible to apply. Applicants are encouraged to work closely with districts, starting with a pre application meeting. Successful applicants will enter into contracts with county districts to complete project work. Applicants can complete project work themselves, or by hiring contractors.

BCCD DGLVR Quality Assurance Quality Control Report


Every three years the State Conservation Commission and the Center for Dirt, Gravel, and Low Volume Road Studies conducts a Quality Assurance Quality Control (QAQC) assessment of the Bradford County Dirt, Gravel, and Low Volume Roads Program. Below is Bradford County's assessment for the last three visits.

2025 QAQC Round 5 Overall Rating: Exceeds Expectations
​"
Bradford County’s Dirt, Gravel, and Low Volume Roads Program is exceeding the expectations of the QAQC team. Bradford CCD tracks exact staff time and mileage spent on the program and pays for DGLVR expenses appropriately with DGLVR admin and education funds. Other direct expenses are paid with DGLVR funds appropriately. The district is currently less staffed in the DGLVR Program but is still exceling in the administration of the program. The QAQC team recommends hiring another staff member full time for the DGLVR Program if possible. Staff have a great deal of technical ability and experience in the program which allows them to provide outstanding assistance to road owners and complete good projects. Education, outreach, and the district’s passion for the program maintain sound municipal participation in the DGLVR Program. The district funds sites and solutions that meet the goals and intent of the program. Staff go above and beyond their duties to assist road owners in securing additional outside funding and to provide exceptional technical support in project design. Projects outcomes illustrate that district staff fully grasp ESM principles and their implementation. SCC and Center staff continue to be available to assist with the local program where needed. Keep up the excellent work."

The BCCD wants to thank our municipalities for their support in the success of this program. ​We realize that for Bradford County to exceed expectations in all areas, our participants need to be willing to embrace the program, implement new maintenance practices, spend a “little” extra time setting a pipe just right or profiling a road, and also be diligent in tracking and reporting expenditures. So, a big THANK YOU! goes out to the supervisors, secretaries, and road crews that participate and make the program great and a model for success statewide.

What is Flexamat and Why We Use It

Flexamat is a vegetated concrete block mat. It consists of concrete blocks locked together and embedded into a high-strength geogrid. This is primarily used in areas susceptible to erosion due to water flow, such as roadside drainage channels. We use this as a high-volume water alternative to rock lined channels that can collect sediment and create impervious cover.  There is a spacing between the blocks that allows vegetation growth and water infiltration, reducing stormwater flow rates.
